ClaimRefund


              func ClaimRefund(cur realm, contractId string, milestoneIdx int)

ClaimRefund refunds a funded milestone nobody completed within AutoRefundBlks (blocking-window blocks excluded). Anyone may call; the client receives the funds. If no milestone then holds funds the contract is cancelled, pending milestones included (v3 behaviour).
