GovDAO's decisions for Solana
A decision made with one of this realm's builders — the governor's own until it yields, a GovDAO proposal's execution after — sends it to the admin program on Solana with the next sequence number; the admin program records it by number and executes it after its clock. Anyone may re-dispatch an executed decision until it is recorded.

- clock factor 1 (1 on mainnet; a devnet build is compiled with 8): the 7-day delay is 604800 s and the 14-day deadline 1209600 s of block time (the recipient swap's delay and every builder's deadline; Solana's clocks are the admin program's)
